Criminal proceedings are commonly pursued when an individual is arrested after a crime. This may include individuals who are caught immediately after committing a crime or people who are arrested after police officers conduct their investigation on the spot. It is commonly recognized that the realization of a criminal act is often a cause of persecution, but some people may not know they could be charged with a crime if caught before the crime was committed.
If a person is caught in the planning process to execute a criminal act, he or she may be accused of committing a “crime rising”. Crime situation may involve the disruption of criminal conduct by police or other external forces. In order to test an emerging offense, the person must have had a clear intention to commit the crime and must be proven that the person had the ability to execute the crime.

All this imposition of sanctions about the crime is to achieve justice and a peaceable social order.
The objective of criminal law is to exert social control. It aims at discouraging behavior that is detrimental to the well being of the society as well as behavior that challenge the government’s authority and legitimacy.
